The electronic card payment system in Iran has a history of more than a decade, but the existing legal regulations and rules in this field are still facing shortcomings and shortcomings. The powers granted to the Electronic Card Payment Network Company (Shaparak), the lack of transparency of the existing legal regulations and norms, and the inconsistency of some of these norms with the fundamental and basic rights of individuals, including the freedom of business, as well as with legal principles such as the legality of crimes and punishments, are among these shortcomings. This article, with a descriptive analytical approach and using library resources, answers the question of what shortcomings the regulatory responsibility in the electronic card payment system of Iran has and what are the solutions to improve this system. The findings of the article, based on a comparative study of advanced countries, suggest a review of the relevant laws and regulations in a way that, while maintaining transparency, prevents multiple interpretations and arbitrary practices. Other suggestions in this article include the use of appropriate tools by the Central Bank, focusing on its supervisory role, to closely control and monitor the performance of various players in the payment system, and the development of information and public education systems to increase the awareness of citizens and economic activists about their legal rights and responsibilities.
